MODULAR REFINERIES WILL BOOST DELTA ECONOMY, PROVIDE MORE JOBS – OKOWA’S EXECUTIVE AIDE…SAYS STATE POLICE WILL GIVE GOVERNOR CONTROL OVER COMMISSIONER OF POLICE

The Executive Assistant to the Delta State Governor on Communications, Dr Fred Latimore Oghenesivbe, has again reechoed the firm determination of the Okowa administration in fulfilling its 2015 electioneering campaign promises especially the spread of Prosperity to All Deltans.

He gave the assurance while responding to questions during a live television programme; “Democracy and the Rule of Law” aired by Galaxy Television in Lagos, South-West Nigeria.

He said that the Governor of Delta State, Senator Dr Ifeanyi Okowa had been able to significantly reduced the rate of poverty in the state through deliberate people oriented socioeconomic policies in the area of job and wealth creation as encapsulated in the Smart Agenda vision document, adding that over 3,000 youths domiciled in the three Senatorial districts were beneficiaries and still counting, through the Youth Agriculture Entrepreneurship Programme (YAGEP) and Skills Training Entrepreneurship Programme (STEP).

Oghenesivbe posited that the state government had directed the 25 local government council chairmen in the state to constitute security task force within their respective local jurisdictions to assist the conventional security agencies in curbing crimes, especially to checkmate the vexed issue of unlawful killings by some lawless Herdsmen doing business in several rural communities and cities within the three Senatorial districts in the state.

On the issue of state police being canvassed by Nigerians, he explained that decentralization of the police was long overdue and should be considered as an integral component of the restructuring of the Nigerian Nation.

He urged the National Assembly to immediately commence the process for the amendment of the Nation’s Constitution to accommodate the establishment of state police with a provision that State Houses of Assembly shall make laws for the structuring, funding, operation and administration of State Police.

“State Police is a welcome idea because we find it extremely unacceptable; a situation where a governor who is the Chief Security Officer of his state but do not have total control of the security agencies within his jurisdiction. This trend must stop and give way for a positive and goal oriented policing.

“The lacuna created by a section of the constitution which provides that the State Commissioner of Police may seek further directives from his superiors before carrying out the orders of the state governor on security issues; makes it mandatory for the establishment of state police or in the alternative amend the constitution to yank off the proviso which gave birth to the lacuna.

“It follows that upon establishment of State Police, the federal government must Increase funding to the states from her current annual budget for the Nigerian Police, meaning that all present state police command shall be retained as State Police structures under the full control of the Governor as Chief Security Officer of the state.

“The Federal police shall then be reduced to special and specific services, and work with state police whenever the need arises. The Inspector General of Police by the new arrangement shall have no power and control over state police. The office of the IGP can be renamed as Office of the Federal Police Commissioner, to oversee general federal police operations on specific crimes and core investigations related to federal government.

“In Delta State, His Excellency, Senator Okowa and the state government has been able to ensure peaceful coexistence across the state through funding of security agencies, by providing necessary financial assistance and other resources to ensure effective policing and crime prevention which is why oil production has significantly increased and still soaring in the oil rich state,” Oghenesivbe said.

In a related development, the Executive Assistance on Communications to the Delta State Governor, Dr Fred Oghenesivbe has said that the three modular refineries to be established by the state government in Sapele, Okpai and Kwale, shall further provide jobs and create wealth for youths, women and a reasonable number of skilled and unskilled persons in the state.

Oghenesivbe in a statement made available to newsmen, asserted that the modular refineries when operational shall refine 30,000 barrels per day; capable of radically transforming the local host communities into modern cities as commercial activities are expected to grow and impact positively on the living standards of the people.

“The visionary leadership of our amiable governor is again exposed through the modular refineries star projects. Imagine the thousands of jobs it will create during construction of the refineries and when they are operational. It will create jobs for petty traders, suppliers, engineers, contractors, drivers, professionals and others.

“Delta State is fast becoming a major pacesetter in good governance through deliberate people oriented, people focused and public-private sector driven socioeconomic remodeling.

“Delta is a pacesetter in job and wealth creation; pacesetter in sustainable health for all initiatives and also a pacesetter in security and peace building advocacy, et al, which was why President Buhari once made a public statement, declaration Senator Okowa as the most media friendly governor in Nigeria.

“The smart agenda is still unfolding and the good people of Delta State shall continue to be the major beneficiaries till May 29, 2023 and beyond,” the statement added.

GOOD GOVERNANCE EARNS OKOWA “MAN OF THE YEAR” AWARD, SAYS OSSAI

The Political Aide on Special Duties, Media, to the DeltacState Governor,  Mr Ovie Success Ossai has described the Independent Newspapers’ ‘Man of the Year, 2017’ award bagged by the Governor of Delta State, Sen. Ifeanyi Okowa as a product of good governance.

Ossai made this known during interactions with media houses in Lagos shortly after the 7th Edition of the Independent Newspapers ‘Man of the Year Award’ at Eko Hotels and Suites, Lagos.

According to him, the award is a well deserved one based on the Governor’s achievements in the past years.

“As at today, Delta State has the best Road Network under Gov Okowa which has made transportation of goods and services easy for Deltans.

“Delta has the most empowered Youths who are now entrepreneurs in this country. Since August 2015, when Gov Okowa launched the Job and Wealth Creation Scheme with the following programmes viz; Youth Agricultural Entrepreneurs Programme (YAGEP), Skills Training and Entrepreneurship Programme (STEP), and Production and Processing Support Programme (PPSP), over 45,000 direct and indirect jobs have been created both in the private and public sector of the state,” he said.

Also talking about Agriculture in the State, Ossai said “The state government has distributed tractors to 64 Cooperative Societies. Another set of 106 Cooperative Societies got Mellon Shellers while 18 other Cooperative Societies received Outboard Engines and Fishing Gears support packages.

While congratulating the Governor on the award, which Ossai described as a true reflection of his achievement in Delta State, he remarked further saying, “The state government also distributed improved variety of cassava cuttings, fertilizer, and cash to 475 cassava farmers; 100 fishery farmers were given fingerlings, feeds and cash; 100 poultry farmers were supported with 200-day-old chicks each, feeds and cash; 50 poultry layer farmers got 200 layers each, feeds and cash; 50 piggery farmers received 10 growers, feeds and cash; while 40 tomatoes farmers were supported with seedlings, agrochemicals and cash,”

WARRI NORTH LEGISLATIVE LEADER CONGRATULATES GOV OKOWA, SAYS, “HE IS A BRIDGE BUILDER”

The leader of the Legislative Arm of Warri North Local Government Council, Hon. Jolomi Esiategiwa, has congratulated the State Governor, Governor Ifeanyi Okowa, on the honour bestowed on him as the Man of the Year 2017″ award organised by the management of Independent Newspapers.

Hon. Esiategiwa who said the award was apt and well deserved, described Senator Dr Ifeanyi Okowa, as a man of exemplary leadership, whose ideologies, especially his “SMART AGENDA”, had positioned the state for unprecedented developments.

He noted that as a peace ambassador and a bridge builder, Governor Okowa had rolled out peace initiatives,  citing the directive for the setting up of committee on farmers and herdsmen coexistence in the state, saying also that the governor had downplayed tribalism in the state, which he said would take a toll on the political landscape of the area and the state at large in the just concluded local government elections.

The legislative leader applauded the administration of the governor for the equitable distribution of state’s resources, calling on all Deltans to sustain the vision of Governor Okowa by consolidating his administration in the 2019 general elections.
